Comment:

I just recently started having fatal exception errors. They occur whenever I am on the internet or just as I am sending Email. I get "A Fatal Exception has occurred at 0028:C001BC7B in VXD IFSMGR(01)+000036DF". I have to reboot to start over. I have noticed this started happening after I downloaded Outlook Express. I am using Netscape Navigator 4.5, 333mhz Pentium II.
thanks

It means that when you installed Outlook Express, it replaced one or more files with some of it's own, and the new file won't work with the rest of the system. If you can find the file, try putting the old one back in and see if your mail works.
Go to Microsoft's site and look for article "Article ID: Q137335" which tells you how to track down those errors.
If you have Win98, use it's troubleshooter to find replaced or changed files with the date you installed Outlook Express. Good luck

The only thing I can add is that I have experienced the same problem: blue screen with: fatal exception 0E at 0028:C001B723 in VXD IFSMGR(01) + 000036DF.
The problem occured when I used Netscape navigator 4.5 at a Pentium II-350 under windows 95B. The file ifsmgr.vxd is from 1996. May be a newer version of this file won't give the problem, but didn't find a newer ifsmgr.vxd yet.

THE MESSAGE SAYS "FATAL EXCEPTION OE HAS OCCURRED, AT 0028:COO14998. THE CURRENT APLICATION WILL BE TERMINITED." HELP PLEASE!!! I HAVE WINDOWS 98 Plus.
