To get Windows to not load the drivers for the modem automatically (if the drivers have been loaded and you're trying to stop Windows from automatically loading drivers when you remove and then re-add the modem from Device Manager):
Go into ADD/REMOVE programs and look for the modem and or modem software/drivers there and uninstall from there. If there is no entry for it there, then you'll need to find out what the INF file for the modem is named. Delete the file and then remove the modem from Device Manager. Upon reboot, Windows will find the device, but since there is no associated INF file, Windows will prompt you for the drivers.

Another way is to goto my computer right click. Go down to properties, device mananger and remove the modem from there. Then double click on my computer, C drive, Windows folder. Then go and show all files and the INF folder will display. Go inside there and delete these two files drvdata.bin and drvidx.bin. Restart your sys and it will build information database and detect new hardware. Try to delete everything in safemode to make sure you get any ghost drivers you may have.
