Fatal Error when Reinstalling Win98

I'm reinstalling Windows 98 and during the install process, when Windows is loading plug and play devices, I get a fatal error and the install process stops. I believe I've accidently erased driver files. I've pulled all cards (sound, network etc) out of the PC to narrow the problem down, but still get the message. Any suggestions for next steps?

What type of fatal error do you get OE, OC, OD? This will tell you if it is the memory, OS, or the hard drive it self that is causing the problem.
