fatal error in win98(ifsmgr)

I have reinstalled windows 98 over itself, as windows is trying to initialise and install drivers i keep getting the following fatal exceptions in this order: OE at 0028:co2b13d8 in VXD ifsmgr(04)+00012aec I don't want to loose the data and i don't to format the drive.Please tell the correct way to overcome this problem. Thanks a lot.
