Explorer not responding on start up

So I get this computer to work on for this guy and it hangs on startup (explorer in particular). After it boots, there is a brief period where I am able to run sfc to check for file problems. Initially it reported an extract.exe problem but I was unable to repair the file because I do not have a 98 cd and I cannot access the CDRom (another little problem that I am experiencing). I want to get this guy back up and running, but after you boot it just freezes. You can end explorer which causes the desktop to refresh but there is not enough time to access any files except for cmd. Any ideas how I can get explorer not to hang. THis is not iexplorer either, this is explorer. THank you in advance.

try booting into safemode and check what programs are starting up on boot. use the msconfig utility. when the computer is booting press the F8 key to get into safemode

I have tried that, I have turned everything off and everything on. Same result. I have a feeling a format is coming but I need to try everything else possible first.

If you are unable to access the cdrom drive, there is an excellent possibility that it is the problem. Try disconnecting it.

Find a 98 cd and reinstall windows over itself. That should keep the existing software.
