Explorer hangs on every site

I'm running windows 98 second edition. I have a cable. My system resources are around 90%. Every time I go to a site, Explorer loads the page and then freezes for about 30 seconds before returning access to me. I'm now useing netscape and it runs fine all the time. Anyone know how I can fix explorer. I've tried reseting all the defaults and reparing,scanning, upgrading etc. My boss suggested I do an OS overlay starting with the boot disc. Is this safe to do. Does anyone have any other ideas? Sincerly, Frank

You didn't mention what IE version you are using it sounds like 6 but only you know for sure. I see no point to overlaying your os. But if you are using IE6 and repairing it doesn't help go back to IE5 because it is more stable than 5.5 or 6.
