EXE linked to missing export SHELL32.DLL

I have downloaded a program called EO Video to convert RM movies. When I try to execute the stuff (in W95 by the way) it says: 'The EO.exe file is linked to missing export SHELL32.DLL: SHGetDiskFreeSpaceA' Followed immediately by this second message: 'A device attached to the system is not functioning.' Well, you can paint me white and call me a ping-pong ball, but what device is not functioning? I did take a look into Shell32 and it had many 'SHGet...'-like statements, but no 'SHGetDiskFreeSpaceA'. Q: Does this mean the program is simply not supported by W95 and the Shell32 it comes with or am I missing something (By the way, I have only one Shell32 and it is located in the winsys folder)? I believe this means that EO.exe requires a later version of SHELL32.DLL.
