An Exception OE has occurred at 0028:C14EAD17 in VXD VNBT(01)+..... This is on startup just before network login, also sometimes on open of IE, any advice

I had the same error.I did that stuff from the MS KB Q 194536.Did not work.the last time i did a system restore it work.But this time the system restore did not work.I able to boot to the safe mode. Help me with this plz.....Should i try to reinstall the Tcp/Ip.
