Exception 0E error

When booting up windows 98 i get the blue
screen error
exception 0E has occurred at 0028:00000009 in vxd---. this was called from 0028:c1448b91 in vxd---.
this error has happened since i installed
winoncd but still happens even though i have un installed it.
