Any time we click on the Eudora icon we get that message. We are operating Windows 95, access the internet via a proxy server

I am going to assume you mean the shortcut icon on the desk top. I'll also assume you rebooted the computer. What happens if you try to launch the program from the start menu? Still get the same message?
Could be a number of things. Here is the lazy persons first shot - if this happened within the last 5 days try to restore a backed up registry. Reboot into dos mode. Select command, press enter. Type "scanreg /restore" w/out the quotes and select a date prior to when this all started. Press enter and pray.
If this doesn't work try System File Checker to check for corrupt system files.
If this doesn't work, I would reinstall Eudora.
