How do i fix a error message on start up that says c:\windows\iedll.exe file is corrupt reinstall file and try again?

That doesn't look like a valid Windows file. It's probably a virus/trojan. Update your anti-virus definitions and scan your system. You could also run msconfig and search for reference to that file. Remove check mark from the appropriate line and restart computer.
