Error message copying file to floppy

I have Windows 95. I can't seem to copy or move more than 60 to 70 tiny individual files (1 to 10kb each) from my hard drive onto a floppy disk, from windows explorer, wordperfect, or WORD. That many files only takes up about 160kb on the floppy, so there is plenty of room left on it. The disk simply will not accept any more files once it has reached its weird limit, and I receive the message: "Error copying file. Cannot create or replace xxx (file name). The directory or file cannot be created". However, I have NO PROBLEM if I transfer an entire folder with over 100 files in it, that takes up much more space. I know it isn't the actual disk, and as long as I stay under this limit, there's no problem in moving, pasting, or copying files. How do I fix this?

That's actually what is supposed to happen, in that you can't fill up the root directory of a disk beyond a certain number of files.
But you can make directories and fill those up to the capacity of the disk.
