Model/Manufacturer: Dell
Comment:
When shutting down my Win98 Computer, the screen freezes with a blue screen and I receive this error message:
an exception OE has occurred at 0028:C0031455 VXD---
called at 0028:C0021F9DD in VXD---
It may be possible to recover, press any key.
press ctrl+alt+del to reboot.

If I press any key or use Ctrl+alt+del, the screen stays frozen and nothing happens.
The only way to shut down is to shutdown manually.
