Enter BIOS setup during bootup by toggleing the delete key and navigate to boot order and set first boot device and the hit F10 to save changes. When the computer reboots it should boot to the CD. Good Luck.

Can you start up in safe mode? To do this hold down the ctrl key during bootup and you will arrive at the hidden menu. Choose Safe Mode. Once in Safe Mode. Use this article to troubleshoot your start up issue. http://support.microsoft.com/default.aspx?scid=kb;EN-US;188867 Good Luck.

If you have a win98 first edition CD, it is not bootable. You need to boot from a win98 startup floppy. Then run `setup' on the CD.
