Entire system slows down

Hi there My mom's computer has a problem that has me stumped. The entire system slows right down and even the clock loses time. When you click on any program to open it, it finally opens about 10 minutes later. I've run the anti-virus, adaware, scandisk, defrag, cleared out all the temp files and even replaced the battery on the mobo. Also she originally had 768 ram and I've heard that with anything over 512 Win98 can become unstable so I removed one of the 256 sticks. I've also checked the power supply and everything seems fine. Anyone have any ideas at all? My mom is driving me nuts over this.

This is only a Test..... Go to FIND and type in oem*.inf and see if any .inf Files come up with 0 KB. If so, DELETE them. Don't DELETE the ones that show any Contents.
