Edit c:\config.sys and place a "rem " statement in front of the three lines. It should look like this;
rem DEVICE=c:\WINDOWS\EMM386 EXE.
rem device=c:\windows\himem.sys/testmem:off
rem DEVICE=C:\WINDOWS \HIMEM.SYSClose, save, then reboot.

If you need EMS .. NOT XMS for MS-DOS programs, then your config sys should be:
DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.exe AUTO
FILES=200
DOS=HIGH,UMBNotice that HIMEM.SYS must come AHEAD of EMM386.exe.
If you're NOT running older MS-DOS programs, then put a REM statement ahead of any lines that look like these.

It sounds like your display resolution was changed to 640x480. Boot up in safe mode, go to the Control Panel/Display/Settings and set it to 800x600 or whatever you prefer. If you are unable to raise it, your video driver will have to be reinstalled.
