emachine fresh reload

I have an emachine and am trying to do a fresh reload of windows 98. I am using a full version disk of win98 se not the restore disk. I get a message that says, windows setup requires largest executable program size to be at least 442368 bytes to run. The normal windows setup.exe is only 5.57KB. How do I get around this?

The real setup file is in the win98 directory on the CD. The one in the root directory is just a stub pointing to it.

Either one should work fine though, I don't know why you're getting that error. Where are you running it from? (DOS or Windows)

I have run it from the windows 98 cd and from the cab files I put on the computer. I have zeroed the drive fdisk and formatted it.I have loaded many machines before and never seen this message. It just so happens that the setup.exe on the restore disk is a fairly large file. I want to use the cabs off the windows 98 cd. I am trying to load from dos. I am starting up from my startup disk.
