Where do I begin? The monitor is distorted and flashing when it is first turned on. It does not recognize floppy on boot up or in windows (says the disk is not formatted). Recognizes cd/dvd drive intermittently. The bios is set up correctly and all drivers are installed and "working correctly" according to the device manager. Would be a good machine for my kids if I could get the #%*! thing running! :) Any ideas?

umm.. do you have a boat? EMachines make excellent anchors!!
I have said this a thousand times lately, but, it is a cure for common sys. problems...
boot into safe mode.. remove EVERYTHING from deive manager and reload all the drivers upon rebooting.
the monitor flickering is due to a old/bad video driver. The system is adjusting the refresh rate to one that it doesn't like, so it changes back to the default.
Make sure you have current drivers on hand to reload (espcially NIC and/or MODEM drivers if you are connecting to network/internet)

Well - thanks for the ideas - but no luck. Still all the same. Is it possible it has something to do with cmos? I am not too familiar with that.

Honestly, it may be easier and cheaper to buy a used machine on eBay, or even a very low-end brand-new computer for the kids. It sounds like you have some serious hardware problems that you may or may not ever be able to repair.
I bought a used 400mhz IBM for $45 in great condition on eBay. It was corporate salvage that even came with a short-term warantee.

check that the processor cooling fan works. without it, you are toasting the microprocesor

Is your system clock running properly? It may be caused by a bad CMOS battery. Worth a check.

eMachines are famous for all sorts of problems...from BIOS to power supplies(this is eMachines downfall)...first make sure everything is tight inside your case...check your fans....and power supply
