I would try to extract the dll file from either the windows 98 cd or cab files usually located at c:\windows\options\cabs
Use the file extraction utility SFC (System File Checker) Start > Run > SFC
Extract one file from installation disk

Good Luck

The dx7z.dll file is not & has never been a W9x system file.
Sounds to me like you simply need to copy the file to the other system & at the same location as in the working system.
