DVD decoder in Laptop

I cannot get the DVD feature to function while the cd-rom works fine. At first I suspected having a wrong driver. But when I click my dvd player software, it tells me I need a decoder card or software. From what I know, my computer is fast enough not to need a decoder card, (466mhz celeron) and since I haven't had clue of what software decoder I should get and where to get it. Can somebody please poin tme in the right direction?
