Dual Monitors Icons move on desktop

I am running win98 SE and i like to arrange my Desktop ICONs a particular way, when i reboot, they always move . All my icons are on the main display. I have had them settle down over a period of time but i do not know why...

98 SE did that to me also [98 was OK]
