DSL connectivity

I'm not able to connect to the internet. I'm using Dataone from BSNL and using Huawei WA1003A modem. I've the ethernet card in desktop. So far I'm able to connect the modem and desktop and setup the IP address. The LAN indicator light is ON and if I give 'ipconfig' at the DOS prompt, I'm able to see the proper setting of IP address, Subnet mask and Default gateway. However, when i do 'ping 192.168.1.1' at the DOS prompt, i'm getting 'time out' messages. Due to this I'm not able to connect to internet. Can someone help on this. Thanks.

Yes, i did ask them to install. However, it stopped working due to unknown reason. One more info. I've tried connecting this to another PC, and it works just fine. So, any doubt in modem or the steps that I follwed to connect seems to be not there. Only difference between two PCs is the OS. The one where it does not work has Win98SE and the one where it works has WinXP. I'm not sure if I've to do something in the Win98SE PC to make this work. Thanks.
