Setupx.dll can be restored from your windows CD. The other is not a windows file, and will have to be found on the program it belongs to??

If you did a full setup a copy of Win98 is on your hard drive at [C:\windows\options\cabs] I am wondering if you didn't mean Shell32.dll a Win98 system file.
Use the browse buttons in SFC to find your cab files and load from there.
