Either it is the images them selves or the viewer.
If you want a more substantial response, update your drivers. I use the 6.67 drivers because of stability with my machine. You can get them here: http://www.guru3d.com/download/

I doubt it's a hardware problem. It could be your viewer, but it's probably just the images.
JPG format supports variable compression, which means they can be squeezed so much they loose quality. Nothing you can do about that.
Ah, are you an AOL user? By default, AOL recompresses images, which can cause some strange effects. If so, there is an option to turn it off.
