to who it may concern,
i cannot change the properties of my monotor because the display properties window is too large and doesn't display the full page on my monotor, i.e. the display properties window does not visibly display on my monotor the "apply" or "ok" boxes which i need to click on in order to save changes i make to my settings.
i'm not able to move the display properties window up high enough on my monitor in order to] make the bottom of the page visable to me.
what the hell am i supposed to do. i'm stuck in a catch 22. please help.

reboot pc and go into safemode (f8) change your display settings there and reboot.

Boomer's answer is the best choice but another way is to click on the advanced tab (if visible) and select show settings icon in task bar and it will always be available.

Another way is to move the box up as high as it will go and take your mouse and run it down and keep clicking on the approximate spot for apply and you will eventually hit it.
