CPU/Ram: Intel Celeron/256MB RAM

I recently reformatted my IBM Aptiva 2270 and reinstalled Windows 98 SE. My problem is that I only get 16 colors and 640x480 resolution. My display adapter is the regular standard display adapter (VGA). How can I improve my resolution to 1024x768 and 256 colors. Any help would be appreciated. My monitor is IBM E74. Thanks!
