disk I/O error with Win98 boot disk

Hi. I'm trying to install Windows on a new machine, but I always get a disk I/O message when trying to boot from the floppy. I'm unable to boot from the CD-rom (I tried that first). I thought it might be the floppy disk but it worked fine in another computer when I made the boot disk. Is it a hardware problem or the floppy disk itself? Thanks.

This is a hardware problem only, the floppy disk need to be cleaned if fails is to be replaced.U could use a Cleaner disk and try first.
