Disk I/O error

Okay put a hd in my computer to set up win95.
Put hd back in other computer. No Rom Basic.
Okay, used fdisk to make partition active.
Then got disk I/O error. Tried fdisk /mbr no help. Had a disk with ndiags (norton) on it and it could see the c: drive, but disk doctor, disk tools and nothing else can. Can't do sys transfer cuz boot disk can't see c: as valid drive. Any ideas to try?
