disk could not be locked

Hi, I'm trying to format a PC internal C drive.
When I try to delete the primary partition it says that:
could not change partitions, because the disk could not be locked
If anyone knows what this means please write back, I really appreciate your help! Thanks!!

Boot from a floppy to format the C: drive.

Or even partition it.
