Hello,
Two possibilities avalaible in that case:
1) during loading of the startup, when you open your computer, when asked to insert a system disk, try to browse to partition C, correcting your computer to take information not from external CDrom, but from partition C:\windows
2) your computer is contaminated by a virus, which destroyed the FAT's ( Data information allocation ) necessary to run a computer normally. In that case not much to do unless you reinstall all your windows OS ( 95, 98, 98 ME, 98 SE ) with CDroms given with the machine when bought.
If you don't have theses CD's you will need to bring your computer to a general tech department dealer to reinstall your original configuration....

Boot with your EBD (Emergency Boot Disk) and run scandisk on your hard drive (C:).
