Disable msiexec.exe in WIN98

Hi,
My company has a network of clients running WIN98SE. I would like to prevent users on these computers to INSTALL any softwares. One way, I beleive, is to disable he Windows Installer exe (msiexec.exe).
Can anybody post a login script which can do this? Or, is there any other way to acheive this?

Summary: I am trying to install a computer game (Bought from a shop) using Win98 and get the "Illegal operation" message when trying to install. It also says something about an invalid page fault module MSIEXE...
