I had a similar problem when I upgraded to DirectX 8.0. Finally found that the updated files had been installed in the Windows\VCM folder instead of the Windows\System folder. Used SFC to replace DXDiag.exe in the System folder with the correct version residing in the VCM. Ran DXDiag.exe after restart and it listed all the incorrect versions of files which were in the Systems folder, so used SFC again to transfer the correct versions from VCM. I`ve never heard of anyone else having this problem, so it may not be the solution to yours.
