device manager and regedit

two questions:
No1) in device manager/system devices, there is a ! next to "processor support" is this processor support part of a)win98 drivers b)mobo drivers c)mobo bios

No2) when i try to "regedit" a message comes up saying registry editing has been disabled by the administrator. How do i disable this?

This is a friends home pc. I have reinstalled win98 the usual way through startup disk, cd support etc over the top of a different win98 copy as lots of files were messed up. my friend doesn't have his original win98 copy. will this make a difference.

See if this helps you on the regedit problem.
As for the processor support. That should be found on the Motherboard CD.

am still trying with this one. still cant get into registry. have one more thing to try. will let you know. thanks.
