Whenever I start W98 my desktop goes into classic form WITHOUT icons, then immediately changes to a DESKTOP WEB PAGE without icons. To restore to a classic desktop WITH icons I have to refresh on the 'Desktop' word by right clicking etc.
I have gone right through the instructions about setting the display but whenever I start up the machine it goes back into the ridiculous icon-less white desktop web-page format! It's probably something very simple but its driving me nuts. Any help?

Try using find files to find shelliconcache, and delete it, don't know but it might work.......

Sounds to me like you are using multiple windows profiles. Try going control panel, passwords, user profiles, and select "all users of this computer use same preferences and desktop settings"

In those display settinmgs, check the "web" tab and see if the "view desktop as a web page" checkbox is checked. If it is, try unchecking it, apply and restart. Good luck, Ciao
