I was wondering if anyone knew how to make an icon for the shutdown an restart in msdos mode shortcut. I already have shutdown and restart.

Somehow I don't think you've had the answer to the question you asked.
Geez, I had to scrape the barnacles off my brain for this one but this should do the trick:
Create a shortcut on your desktop with the target:
c:\windows\command.com
Rename it "Restart in MS-DOS mode"
Next right click this new icon, go to Program tab and swipe out the C:\WINDOWS entry under "Working" (possibly not essential).
Now go to the Advanced button and put a tick in the "MS-DOS mode" box.
Untick "Warn before entering MS-DOS mode".
That's it. As you probably already know you can type exit and hit Return to get back to Windows again.

Sorry if I missunderstood the question.
I took that he had already made the shortcut for "I already have shutdown and restart." I'm quessing the MSDos shortcut and need to "anyone knew how to make an icon".

I have the thing sitting there on my old W98 and often use it, but it still took me a while to fathom out how on earth I had done it so many years ago.
I tried out my #2 and it did the trick, so it should work for the poster.If you just set the target without the rest it goes to the "Windows" DOS prompt of-course.

also there is a way to make it not exit the command.com but you would have to check the syntax (command.com /?). I am not sure if you can get back into windows easily. changing to c:\windows
and running win.com might work.

I assume the new desktop icon shut down to MS-DOS in the same way as "Start/Shut down etc" and that you are able to get back to Windows using exit.
