Hi,
I suddenly have a problem with Win95. It was working fine, but apparently something went wrong. Windows starts up, I get my background, no problem. But then an error box 'Desktop' appears saying "Can't access folder. Path is too long". And then I'm stuck... Ctrl+Alt+Del simply results in an empty task manager...

Suggest boot to command prompt. Use dir to locate all the desktop.ini :
c:\>dir /s desktop.ini
There would be quite a few. Then use edit.com to open and inspection them one by one. Changes are one or some of them have corrupted line(s). Subjective judgement is needed here. If you find any suspicious lines, place a semi-colon at the beginning of the line. Then reboot, see if it can be back to normal. Take care of the modified file(s) thereafter.
