Desktop fails to load

A friend's computer recently starting having this problem where the desktop won't load up. There is no start menu or icons. It's just a blank desktop.
The desktop will load up in safe mode, but I have no idea what driver or program windows is loading which is causing the desktop to be blank when starting it normally.

Try booting up in safe mode and type: scanreg /restore Restore the Registry to a date before the problem.

You can mimic manually what "Safe Mode" does automatically. Have you tried "Safe Mode with Network" ? Does this work? If it does , you know it is not your network drivers if you have any installed. Start by uninstalling drivers and/or changing to the drivers (generic?)that came Windows one at a time and see if Windows boots OK. This might narrow it down if the scanreg /restore doesn't fix it.

Sometimes, the easiest way to cure this is to reinstall Windows on top of itself. You won't lose any of your important stuff. The reasons behind the problem can be many and sometimes take more time to figure out than they're worth.
