Desk Top corrupted

My original desk top,with green background, icons, and taskbar has been replaced by white background, no icons, no taskbar. This occurs everytime I boot or reboot. To restore original desk top, I right click on the corrupted desk top and on the pop up menu I click "refresh" and the original desk top is displayed.

Just off the top of my head you might want to make sure Active Desktop is turned off and make sure the system is not in Web Mode.

Technically you are not supposed to do this but.....download tweak ui for windows 98, i have heard rumers that there is now one for win98se, on one of the tabs it allows you the option of rebuilding a number of things, including the desktop. Good luck.
