Is ther anyway to deactivate a hotmail account other than just not using it for a given amount of days?

You could try and send a request to hotmail support asking them to delete it for you.
The account is provided by hotmail and it is on their mail servers so there is nothing you can do about it from your end other than not use it or do as I suggested above.

If MS can't/won't delete it for you - just don't logon to it for at least a month. It gets frozen at that point and I think it's automatically deleted after three months of inactivity? There are notes about this on the Hotmail site.
