I have a PC that runs Defrag at start-up. I've checked the StartUp in Programs and I've checked the startup in MSCONFIG. Does anybody have any ideas?

Type msconfig in the Run box.
Check Startup tab and autoexec.bat tab to make sure somebody hasn't put it in either of these.
If you find anything there shout back and we can tidy things up for you, though just unticking the entry should prevent it.

Can I assume that if you let it finish it still restarts next time?

Assuming it's not in autoexec.bat then maybe it is due to a registry entry.
There are various freebie progs to check your startup items. You could download HijackThis (which is really for spyware).
This will show everything that is starting up and should point you to why (registry entry or whatever).

Have you checked in taskmanager? It is possible to have a program run on startup from there. Not sure if something in that would show up in msconfig/startup or not.
If the house catches fire, SAVE the computer!!

Run msconfig and see if under selective startup you have an enabled line that says process winstart.bat file. If so it's probably running from there--if it's not in autoexec.bat.

I'm sure it is Defrag. I will check the selective startup again to make sure the process winstart.bat isn't enabled.

It's most likely running from the runonce key in the registry.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce]
If you'll look on the retail 98se Install CD in the tools\mtsutil folder you will find Defrag.inf file which if right clicked and installed is supposed to wait until the next boot to run Defrag before the system tray loads. BUT it don't work when right clicked and installed on next boot as hoped for - it launches Defrag right now instead.
But there are other ways to get that entry into that key and have it not launch immeadiately. I suspect that you have installed DefragME program which may show a listing in the Add/Remove Programs list? Remove it.

Following on for melee5's post:
If you are using ME Defrag (good idea) then all you need to do is use the file to replace your existing defrag.exe file. That way it won't come up in Add-Remove.
