Decompression Error - Temp Directory

I cannot run any self-extracting exe files anymore. I get an error that states that decompression has failed due to not enough memory in the TEMP directory. What? I had no problem run these files (to install a program). The TEMP directory only has 40 MB of stuff in it - the entire C drive with over 1 Gig left. I already scaled my temp directory from 300 MB down to the current 40 MB. On a drive with over a gig, why can't the decompression use the TEMP directory?
Howdy, 40megs in you're Temp Dir? Are ya nuts? The temp directory is just that. Kill what ever is in there cause it is just not needed. Also run defrag when you are done. 40megs is alot of wasted space.
