ddhelp (not responding)

OS: Windows 98 SE
CPU/Ram: 128mb

When i start my pc, it slows down and when i press alt/ctrl/delete it gives me "ddhelp (not responding)" and it gets stuck. Does anyone know what could be causing this problem. I already tried reinstalling directx.

Are you using the latest version of DirectX?
At least a 9.0 version of some sort?
If you are not get it from www.microsoft.com/directx

Try this before reinstalling DirectX:
-Run the System File Checker (sfc.exe)
If it finds any corrupt files replace them
-Run Scan Disk
Fix anything it finds
-Reboot, go into Dos Mode by pressing F8 then choose Dos prompt. At dos prompt type:
scanreg /fix
-Then at the next dos prompt type:
del c:\windows\system\ddhelp.exe
-Reboot into Windows
-Then delete the ddhelp.exe first before reinstalling DirectX
-Once you get it working run the Disk Degfragment program then the computer may not slow down so much
