Ctrl Panel Crash when Del Cookies

when I tried to delete cookies ,I got an Error such as my control panel crashes .however when I press the Reset button and everything works fine ...
I would like to know the reason for the crashing ..any response would be extremely appreciated.. W98

It shouldn't crash, i delete the cookies all the time,just leave index.dat file there.
