before I do anything(after a reboot), my 450 PentiumIII CPU shows at 90% idle(I have 256 mg RAM, if that matters). But as soon as I open my IE browser and start to download a website, it goes too 100% in use!
Why is that?

Yes, TaskInfo. VERY few thing are running in the background or run at startup. The only adware I use(Download Accelerator)is NOT involved with normal browsing.
I've done extensive virus, worm and trojan checks with my Norton and on-line PANDA and Tend-HouseCall. I have NONE of them infecting my computer. It is something else.

Have you tried disabling all the programs in your Startup Menu?
Start>Run> type in msconfig, click OK, click on the Startup Tab and uncheck everything. Reboot.
If the problem goes away, add the programs back in one at a time until the problem returns. Then get rid of the offending program.

When the cpu is high, which task is consuming all of it?AdAware: Have you run the program or not? I don't think DAP qualifies as AdAware.
What DO you have running at startup?

Since it will only take a minute, why not try what they call a Clean Boot and see if the problem goes away.
Start>Run> type msconfig, click OK, click Selective Startup, and then uncheck everything.
Let us know.

If you uncheck systray and explorer, your system will not operate. I've cleaned everything BUT those 2 out and rebooted, and no difference or improvement.

Are you sure you did a Clean Boot? Or are you just looking at the Startup Tab of msconfig?
A Clean Boot is a normal test proceedure and the system should boot and operate but will probably look different. Here it is again with one additional step...
Start>Run, type msconfig, click OK, click the General Tab, select Selective Startup and uncheck everything. Reboot.
Be sure to click the General Tab. You should be able to uncheck system.ini, win.ini, startup group, and maybe some others.If the computer won't boot without systray and explorer being loaded in the Startup Group, that may be a hint at your problem. I don't think explorer is normally even in the Startup Group listing. Maybe explorer is being used by another program that is causing your problem.
By the way, I just started up with a Clean Boot and am surfing the net with no problems.
Also, why don't you use Select All and Copy and Paste from the Edit menu of msinfo32 to post your Running Tasks...
Start>Run> type msinfo32, click OK, expand Software Environment, click on Running Tasks, select one of those Tasks and use the Edit menu to Select All, Copy and Paste into your post.Hope you have it fixed by the time I check back late today.

I did what you said. Unchecked everything in the General Tab, except Selective startup, then unchecked everything in the selective startup tab, then restarted my computer, it started in SafeMode and it took a DELL Tech and my ISP support Tech 45 minutes(maybe an hour)to get all my settings back and be able to use my computer again. I'll NEVER do that again.
