It might not have downloaded completely. You might want to try downloading it again.

What was the extension when you downloaded it?

Disregard the prior post. I read your first post.
I doubt if it works but you could try running it in Dos.

G'day Brent, when you say you renamed it did you rename the extension from *.exe to *.zip. One way to find out for sure if it is an *.exe file is to open it in Wordpad and see if the first two letters at the start of the file are MZ, this is generally an executable file's file-header.

I have downloaded *.exe files that were actually *.zips before and was able to get it to extract after changing the extension.

Files with double extensions are usually viruses.

I'm downloading a song from Audiogalaxy at present, filename.mp3.temp, this ain't a virus. I have had many images downloaded with triple extensions that were just plain old *.jpg files with no mention of that extension in the file name, they were not virilant either, I've had *.rar.zip and *.mp3.zip files that were all good and clean. They are not all virus related with double, triple ..etc extensions.

Virus schmirus !

The file that you are trying to run doesn't for because it was corrupted in the upload, or it was not compiled for Windows. If the program was compiled for Win CE it would still show an icon and show that it is executable. When you try to run it you will receive an error similar to what you have described.
