convert CSV to fixed length file?

I have a file in comma delimited format and need to have it in fixed length format. Any ideas?

CSV I know well but what is fixed length format?????
(I know this dont answer your own question)

Just do File Save AS .xls or whatever you like.

Fixed length is where all the fields are a fixed length. If the data is shorter than the field, the places are held by spaces to keep the length.
