Computer won't power up with cord

CPU/Ram: celeron
Product: Dell/Latitude

I'm a fairly new laptop user.I barely know what OS or CPU/Ram is. Besides that,can someone tell me... Isn't my laptop supposed to power up with just the cord in the outlet, whether it has a battery in it or not? Can someone with a Dell Latitude CSx help me?

Most laptops will power up without a battery, but there are a few that don't.
