computer wont boot and IE 4.0 questions

Is there a way to make the history not work at all with IE 4.0 and win 95?
And i have a old gateway p133 computer that wont boot. It has been sitting for months. So when i go to turn it on it beeps once and recognizes the memory, cdrom and HD. then it says floppy error hit f1 to enter bios. and there it sits locked up. hit f1 and nothing happens.
i have replaced floppy and cable.
tryed different HD and memory.
took out the battery and put a new one in.
there are no jumpers on this old motherboard.

It is possible that your motherboard may have a defective floppy controller. It is also possible that your keyboard or its connection may also be defective, thus preventing you from entering the BIOS. Try plugging the keyboard into the other PS/2 port on the motherboard to see if you can get into the BIOS and disable the floppy drive.
