You need a computer graphics card which has a "video out" connector, either an RCA or "S" video.

Well say I have a typical computer with out anything fancy. Just monitor port, is there a cable that connects to VGA out to TV's RCA in? Technology sucks

No. You need a converter of some sort. You need to mix the 3 colors plus the sync signals to the composite signal required for the tv.
