Try clearing out the cookies, temporary internet files, downloaded object files and history from DOS.

Boot to DOS.
c:\>cd windows
(enter)
c:\windows>deltree cookies
c:\windows>deltree tempor~1
c:\windows>deltree downlo~1
c:\windows>deltree history

Sometimes thes items will get corrupted and do not all delete completely in Windows.

Hope this helps.

OK. It could also be caused by faulty firewall software (or simply misconfigured). More commonly, though, it could be another program running in the back ground, a device driver, etc.

Try
Start>Run> and type msconfig
Put the dot in Selective Startup.
Uncheck all the boxes to disable everything.
This is called a clean boot.
(I'm assuming you haven't done this before, you may have.)
Click OK and reboot.
The graphic will look horrible. That's OK, it's just temporary.
Get on the internet and see if it locks up.
If it works, add the checkmarks back in one by one and check the internet each time after rebooting until it locks up again. this way you can narrow it down. If it still doesn't work try uninstalling your firewall software. If this isn't clear, let me know or try support.microsoft.com and look up article 192926.
